What are the regulations for the sale of dental whitening products containing hydrogen peroxide in different countries?

I work for a manufacturer of dental consumables and, currently, our main products are hydrogen peroxide and carbamide peroxide whitening gels.
We are hoping to gain information for the following countries:
Australia
South Africa
Russia
United Arab Emirates
Turkey
Ukraine
China
Similar to the following;
UK – whitening products are available up to a maximum concentration of 6% hydrogen peroxide, or carbamide peroxide equivalent, but must be ‘dentist dispensed’.
USA – no apparent upper limit, whitening products are freely available in supermarkets and dentists.
Australia – whitening products are available for general sale (e.g. through supermarkets) up to 6% hydrogen peroxide or carbamide peroxide equivalent. Also available at strengths above 6% HP but must be dispensed by registered dental practitioners as part of their dental practice.
