Do I need to get an environmental licence or any other licence?

I am new starter business. I am trying to start a faulty car engine scrap export business.

I would like to know whether if I buy faulty engines from a braker yard and export to non EU countries do i need any kind of licence? And if do so what licence do i need and how do I get it.

I like to mention you my client got environmental licence in his destination country.
