OIEL End User Undertaking

Question

If we are the ‘End User’ on an OIEL, how do we get around the ‘End User’ declaration from the consignee? We don’t sell our equipment, it is always in our control and used as part of a global network which the airlines access whilst flying over the equipment. Can we sign the ‘End User’ declaration as we do for our SIEL applications?
