Is it possible to support launching in a new country purely with a digital and PR campaign?

That depends a lot on the country in question, specifically the level of adoption of digital media among your target audience in that country. People are often surprised at the high adoption of digital media in developing countries, although this tends to be digital media delivered via mobile devices.
Another important factor to consider is how you plan to support your sales, are you going to sell purely online and if so, how will you take payments and handle returns? What are the digital marketplaces commonly used in the target market – the whole world doesn’t use Ebay as much as they might try to convince you otherwise!
Some countries have different attitudes towards returns of goods sold via "distance selling". Germany for example have a very high returns rate. Something to consider in your overall cost analysis.
