If an export requires an export license, but the “end user” information we have is for a distributor, is this considered the end user for export licensing?

If an export requires an export license, but the “end user” information we have is for a distributor, is this considered the end user for export licensing? We may not have final end user information at time of license application.

There is a “stockist undertaking” for use with a SIEL application for this very purpose on the ECO website, as if you sell through distributors it is never possible to know all your end users at the point of export.
