hi Susan
thank you for your question. if we are out of the single market, then the current legislation on VAT charging of electronic services, and the rules of supply between 2 EU member states, applying to the free circulation of services in the EU will not apply to UK businesses supplying these services.
For the VAT legislation, there are already provisions for supply of electronic services between non EU country supplier and an EU business (b2b) or consumer (b2c). See https://ec.europa.eu/taxation_customs/business/vat/telecommunications-broadcasting-electronic-services_en#qanda
For the freedom of services EU Treaty pillar, then we won’t know what will happen as it will be part of the negotiations.
