Answer
Hi,
You don’t mention whether you are a cider producer or just a distributor.
A good place to start might be to read the HMRC notices that related to cider production and storage:
https://www.gov.uk/government/publications/excise-notice-162-cider-production
And then take a look at Notice 197 which relates to the storage and movement of excise goods in duty suspension. Your customers in Europe will likely ask for the cider to be moved under duty suspension, which you do by making an EMCS entry.
https://www.gov.uk/government/publications/excise-notice-197-receipt-into-and-removal-from-an-excise-warehouse-of-excise-goods
When you’re ready, setup an e-z Consign account at www.4-exim.com where you can make EMCS movement declarations and produce the required paperwork.

Answer
Depending on the method you wish to sell in Europe, Enterprise Europe Network can research the national requirements for alcoholic licenses in EU countries.
If you are looking for distributors or partners to sell your cider in EU countries, you may want to contact your local Enterprise Europe Network office as they can connect you with interested companies with their free partner search database and at trade fairs where they organise b2b matchmaking events:

Best wishes,
