For export to China should you concentrate on building a website for mobile devices?
If looking to export to China is it best practice to build a website for mobile devices primarily and get that part right?

Definitely, but you should anyway irrespective of market – UK visitors to our own website on mobile devices overtook those on desktops a year ago and the trend is accelerating. China will be even more mobile-focused, especially if you’re targeting a consumer sector rather than business.
Additionally Google is now understood to penalise non-mobile-friendly content, although just how heavily is moot; check out your Google Analytics and this should be apparent.
