It is possible for foreign companies to sell to Japanese consumers via Amazon.co.jp and Amazon in fact has information for foreign vendors on how to go about this. https://services.amazon.co.jp/contactus/contact-us-eng.html. However, you will need to have a bank account in Japan to receive payments and in order to do so, you will need to have some form of legal presence in Japan in order to be able to open a bank account. The situation with Rakuten is similar; Rakuten asks vendors to submit a Japanese company registration document in the case of a corporate entity, or in the case of sole proprietors, they need to submit both a “registration of seal” and residential address certificates. There are foreign vendors who produce a Japanese language webpage through which Japanese consumers can place orders. This may capture some of the more risk-taking/internationally minded customers but an overseas telephone number and an enquiry page which only allows customers to make enquiry in English might not be reassuring for many.
