I am going to be exporting childrens bilingual books, and project packs for children to make things. Will I need an export licence straight away or do I have to wait until I reach a certain size financially?

Export licences are only required for “controlled” goods that appear on either the UK Military List (UKML) or the EU Dual Use List, and while I have never worked in publishing I don’t recall ever having seen books listed on either of the lists so you won’t need a licence.

As far as financial size is concerned, a licence would be required to export one “controlled” item worth 10p in the same way it would be required for a fighter jet worth millions of pounds, the size of the business is irrelevant.
