If we manufacture components for a civil aircraft manufacturer but the aircraft could be converted to an air to air refueling aircraft would the parts be dual use?

A Dual Use item is one that is designed for a commercial application but can then be used by both commercial and military end users. If a Dual Use part is purchased by a military end user with no modifications made it will still be considered against the Dual Use list. If it is modified in any way to a military requirement, you will need to consider the item against the military list.
