Duty relief on shipping telecoms to tunisian office

Hi,
I have a client who wishes to export some second hand telecoms equipment (phones/switchboard, etc), from their UK office to their Tunisian office for use there.
I need to know if they can claim any Duty relief due to these circumstances as Duty appears to be very high if imported as standard commercial transaction.

We have checked with our agent in Tunis and they have advised as below.
Normally, only telecom or trading companies are allowed to import telcom equipment.
Therefore, before shipment is done we need to send the request to the Ministry of commerce and Ask for import license but as I said it is not obvious to get their approval.
But in any case there will be no rebate on these goods.

All notices can be found on our website www.hmrc.gov.uk under Quick Links > Library > Official Statistics – Publications – Notices, Info Sheets & Other Reference Materials > Import, Export & International Trade. The Public Notices are in numerical order.
You should contact the Customs Authorities in Tunisia regarding any import duty reliefs’.
