Do we need a licence to return controlled goods to the original source?

Question

Our Norwegian office sends controlled goods to our Aberdeen office using their export license applied for and issued by the Norwegian authorities. We use the equipment in UK whether its imported under ipr or otherwise. We would then like to return these controlled items to our Norwegian office -Do we need to use an export license in order to return these items or are they still under control of the Norwegian authorities?

(This question was asked at one of our recent webinars on Export Controls. You can listen to this webinar on our recent webinars page at https://opentoexport.com/info/webinars/)

Answer

Thanks for your question Thomas.

You haven’t provided much information about the types of goods you are importing and exporting. Based on your location I’m assuming it’s oil and gas equipment. If you are re-exporting controlled items you will need a licence. You may be able to use this one – but check all the terms and conditions https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/408378/15-160-ogel-oil-gas-dual-use.pdf

If not apply for a SIEL https://www.gov.uk/guidance/standard-individual-export-licences

Answer

Hi there, thanks for the response. The following categories are included in our equipment pool.

6A001a1d
7A003d
6A991
7A002a1
3A992a

I know not all of these are covered in the Oil and Gas license.

I will look to apply for a SIEL where i can specify the nature and categorization of our goods.
