Consumable item and not finished goods, do export controls still apply?
We sell Diamond Tooling as consumables, they are used to cut/grind composites (glass fibre/carbon fibre), As they are a consumable item and not finished goods, do export controls still apply?

Export controls will apply to raw material, semi finished products, consumables and the finished articles (and also the technical data or software required for the design, development and use) but only if they are listed on the control lists.
If your tooling is not on a control list then it does not require a licence.

and read the technical specification in the relevant entries in the Dual Use Control List eg Cutting Tools are controlled under Cat 2B. There are other controlled machine tools. There are also controls for carbon fibre production under Cat 1.
