China Import Licence problem

Question

I have recently exported some pallets of food magazines to China which is not a commercial sale as purely going in to hotel chains and restaurants for general public use but the Chinese authorities claim that the goods need to have an import licence. Agent in Hong Kong is trying to help but as the receivers in China are not trading companies this is proving to be extremely tricky. Can anyone offer any advice / quick fixes ?

We may be able to help. We are a marketing company based in UK, but also have a registered company in China, in Shenzhen. We send out books for distribution and sale and store at our facility in SH for fulfilment. We run an e-commerce site there so buyers in China can purchase books online, then we re-patriate funds back to UK.
