Export Controls: Why are multiple licences required for different countries for the same product?

Why, having obtained a license to export a product to one English speaking country , why is it then necessary to obtain a new licence for a second English speaking country, possibly with the same customer and for the same application?

Answer

It’s all to do with risk – some countries and end users are seen to carry a greater risk and therefore you can’t have a SIEL for multiple customers – but an OIEL may be an option.
