Export Controls: Procedures for supplying to countries with a poor human rights record

in reference to Human Rights records, what are the trade procedures to supply to countries like Saudi Arabia that are under no sanctions, have a massive human rights violation record yet is one of the world’s largest weapons buyer?

Answer

The Consolidated EU and National Arms Export Licensing Criteria are the basis by which export licence applications are assessed and take into account internal repression and abuse of human rights.

The Foreign and Commonwealth Office would be the main government department that would have an input here.
