we manufacture dual use machine tools. is there a quick way to find out if a customer / country needs a license without applying for a complete license?

If your machine tools are “controlled” goods (ie. listed in the dual use list) then it doesn’t matter who your customer is or where they are based as the control is on the item. We don’t have a system like the US Export Administration Regulations that has items that are controlled for some destinations and not others.

I assume you have already identified that the machine tools are controlled in the dual use list – for starters look under Category 2B. If on the dual use list you will need a licence for exporting to any country outside the EU. I have checked a couple of countries and you may be able to use an OGL for these items eg EU GEA 001.
