Do controlled encrypted items require a cryptographic authorization to be exported out of EU/shipped within EU?

Does import of such items need to be followed and reported to UK authorities?

Answer

If you are exporting an encryption item that is covered by entry 5A002.a.1.a, you will not need an export licence for any EU Member State. You will need to add a declaration to the paperwork that if the goods are exported outside of the EU that an export licence will be required. There are no controls on the import of encryption items to the UK.
You may wish to refer to entry 5A002 in the Strategic Export Control Lists to classify your export exactly. Some entries in 5A002 that are repeated in Annex IV to the Dual Use Items Regulations will require an export licence to EU countries.
