Are there any market for education/vocational technical and health and safety training in Russia? Especially working with local partnership. Thanks

The market is huge. But it is for in-person delivery in the Russian language. For example, the hotel industry is very short of trained personnel at every level. This restricts expansion.

Yes. The low risk way is to find a local partner such as a University (many are former Polytechnics) or College/Trade School. Some are rather resistant to training courses based on actual industry requirements. Russian academics like their comfort zones so it may not happen at first attempt. Your courses must be accredited. They can organize informal courses themselves, however Ivory Tower they may be. Also, organisations like City & Guilds have been active in the accreditation market for 20 years.
